SITE DEVELOPMENT |
|
|
The design and development of all site requirements and improvements
within the contracted boundaries of the Lessee's parcel is the
sole responsibility of the Lessee. All design development
for site improvements must conform to codes and requirements as
set by the City of Chandler Planning and Building Departments
and requirements outlined throughout this criteria packet. Pad
tenants are required to process separate City of Chandler design
review submittals.

|
1.
|
GENERAL
REQUIREMENTS:
|
|
|
|
a) Front yard building setback is 50' from right-of-way
line along arterial streets.
b) Adjacent to single-family residential development,
commercial buildings shall be no closer than twenty-five (25)
feet, plus one (1) additional foot for each foot of height of
the commercial building from the residential property line.
c) No building shall exceed thirty (30) feet in
height or twenty (20) feet adjacent to residential uses. At the
thirty-foot building setback line, a building may exceed such
height provided that at no point it projects above a line sloping
inward and upward at a forty-five-degree angle at the required
height and setback line to a maximum height of forty-five (45)
feet.
d) Wall Design: All screen and perimeter walls
shall be 8-inch masonry block and shall match building texture
and color both sides. |

|
2.
|
SITE
GRADING:
|
|
|
|
a) The Lessee is responsible for having a soils
engineer provide a geotechnical investigation that can recommend
building pad preparation in accordance with the grading design
of the site. Typically, a balanced grading design is recommended,
and exporting or importing of material will be at the Lessee's
expense. Neither removal of soil/materials from adjacent
site parcels or dumping of soil/materials on adjacent site properties
is allowed. Owner shall make its existing soil report available
to Lessee; however, Owner makes no representation or warranty
with respect to the accuracy of any such report.
b) The site drainage design shall be such as to
contain all rainwater on site for 100-year storm and convey it
into on-site underground retention and surface retention basins.

|
3.
|
PARKING
LOT DESIGN:
|
|
|
|
a) A continuous site screen wall is required where
parking areas are adjacent to roads/streets. The minimum
wall length is to match the length of parking area that it is
screening and must match Las Tiendas Village existing site screen
wall design. The Lessee is responsible for construction
costs of the screen walls on their parcel. At lengths greater
than 80', the screen wall is required have variations both horizontally
and vertically. See Exhibit B.
b) Landscaped areas must be separated from parking
areas by concrete curbs at least 6" high.
c) Per City requirements, pedestrian circulation
walkways are mandatory across the site. The Lessee is responsible
for design, development and construction costs of pedestrian walkways
that are on their parcel. Walkway design to match the rest of
center and connections per the site plan.
d) Parking lot materials are asphaltic concrete
paving over a crushed aggregate base. The minimum section design
to be determined by the Lessee's geotechnical investigation.
e) Parking lot striping for accessible and normal
parking, crosswalks and directional arrows are to match the standard
design and color as established for Las Tiendas Village site development,
which is regulated per City of Chandler requirements. Typical
details are available from the project's civil engineer: Optimus
Civil Design Group. Parking lot striping shall be white.
f) The Lessee's architect must allow for and graphically
designate on the parcel's site plan all accessible parking spaces,
as designated on the City-approved Design Review site plan, and
include location of required signage, ramps and any necessary
crosswalks from parking area to building.
g) All sidewalk and parking lot ramps must adhere
to ADA codes and City of Chandler planning and building department
requirements.
h) When changes to off-site improvements are required
to properly adapt the Lessee's building and site design to the
specific parcel location, it should be understood that all modifications
are subject to Developer review and approval. If modifications
are allowed to existing improvements, the cost of said improvements,
including design and construction costs, will be the responsibility
of the Lessee. |

|
|
|
4.
|
Refuse
Collection
|
|
|
|
a) Refuse enclosures shall be constructed to City
of Chandler standards. See Exhibit A.
b) A concrete apron extending 6 feet form the front
of the enclosure shall be provided for approach to refuse enclosure
with slope constant with enclosure floor (to facilitate container
pick-up).
c) Restaurants: One refuse enclosure per
restaurant. |

|
|
B.
|
SITE
LIGHTING
|
|
|
|
a) A complete site lighting design must be provided
by the Lessee and approved by the developer. This design
should provide for site lighting necessary to ensure public safety,
security, lighting pedestrian walkways and accenting architectural
elements such as building facades, entries, outdoor seating, patios,
etc.
b) Arizona has a "dark sky ordinance" that prohibits
random up-lighting on architectural elements. Indiscriminate
illumination of large architectural elements or landscape areas
will not be allowed. The Lessee should ensure that accent lighting
design is established through wall-washing down lights or low-level,
wall-mounted uplights in accordance with the City of Chandler
dark sky ordinance. Lights mounted on the ground or on poles
specifically for the purpose of illuminating the building facade
are prohibited.
c) Site lighting fixtures and poles are to match
Las Tiendas Village standard fixtures in design and detailing.
See Exhibit
C.
d) All pole-mounted lighting shall be a maximum
of 33 feet in height. All light fixture heights shall be
measured from the top of the fixture to the finished grade at
the base of the light pole.
e) Lessee to coordinate with Developer to determine
the hours the site lights will be turned on or off.
f) Provide 2.0 minimum maintained foot candle level
on site with an average to minimum uniformity ratio of 3:1 and
a maximum to minimum uniformity ratio of 10:1. Full cut-off fixtures
shall be used throughout. Maximum lighting level at property lines
shall not exceed one (1) foot candle.
g) Exterior
lighting fixtures shall be subject to staff approval. With the
final plans submittals, the developer shall provide an additional
sheet(s) showing cut sheets indicating wattage, method of shielding
and fixture design, to the satisfaction of City staff. See
Exhibit C.

|
|
C.
|
LANDSCAPE & IRRIGATION
|
|
|
|
a) The design and installation of all landscape improvements and
irrigation systems are the responsibility of the Lessee. The landscape
design should complement the architecture and be cohesive across
the parcel and strengthen the unified look of the whole center.
The landscape palette should match the center's palette and conform
to the City of Chandler and Southeast Chandler Area Plan landscaping
standards, including street cross-section design. See Section
5, Landscape Exhibits.
b) Site improvements, landscaping amenities, materials,
colors, textures and plantings should be developed to conform
to standards adopted by the center. Lists of the project's
site materials, amenities, colors, textures and plants are available
to the Lessee upon request. Contact the landscape architect
for information.
c) The Lessee is responsible for submitting a site
hardscape plan delineating walkways, sidewalk finishes and accent
detailing at entries, patios or outdoor spaces.
d) Acceptable plant sizes shall conform to the
City of Chandler and Lessor's requirements for this project.
e) The Lessee is responsible for providing a time
clock-controlled site irrigation system that services the entire
parcel and all its accruing utility fees. |

|
D.
|
BUILDING
ELEVATIONS
|
|
|
|
a) The Purchasers design should have all building elevations provided
with consistent finishes and an appropriate level of detail. Where
service areas occur, they should be gated and screened from view
by fences or walls. Trash enclosures shall be incorporated
into the building footprint or be constructed as freestanding
gated enclosures, surrounded by solid masonry walls of at least
6' in height. Provide trench drain below gate and integral black
color concrete pad outside the gate.
b) The perimeter parapet walls shall be the height
of the highest roof equipment in order to be totally screened.
Roof equipment includes satellite dishes and any communication
equipment.
c) Roof drains, roof ladders and fire risers shall
be internal. No external downspouts.
d) All electrical and miscellaneous equipment shall
be painted an adjacent building color.
e) Exterior vending machines or displays are not
allowed.
f) Provide certification of flame spread / retardant
for awnings.
g) Patio umbrellas shall be solid colors and shall
not have any advertising in the form of signage or logos in locations
visible from public streets, as determined by and to the satisfaction
of the Master Developer.
h) All ground-mounted mechanical equipment and
service areas shall be completely screened by screen walls the
heights of the tallest equipment with material, color; and texture
to match the building.
i) Ground-mounted communication equipment, including
satellite dishes, shall be completely screened by free-standing
screen walls the height of the equipment subject to Developer
approval.
j) All gates shall be metal.
k) Neon cove lighting is not allowed.

The Lessee is strongly encouraged to incorporate, with design
sensitivity and accuracy of detailing, some of the architectural
elements noted in this section. Details of the architectural elements

a) The Lessee's design should have all building elevations provided
with consistent finishes and an appropriate level of detail.
Where service areas occur, they should be gated and screened

incorporated into the building footprint or be constructed as
freestanding gated enclosures, surrounded by walls of at least
6' in height. Enclosure to be 8" CMU with stucco finish and
gate to match center detail. See Exhibit A.
b)
The maximum parapet height allowed varies based upon building
location; therefore, final parapet height shall be subject to
Lessor's sole approval. In no case should the parapet
height for a pad tenant be greater than 28'-0".

of smooth finished stucco on masonry is required. Design

SIGNAGE AND GRAPHICS
|
|
|
|
Architectural graphics and ornamentation have been given a special
priority throughout Las Tiendas Village. The design of
the exterior signage should express both the Lessee's unique
identity and the spirit of the Arizona outdoor lifestyle in
the signage material selections and craftsman-style fabrication.
Lessees
have the opportunity to place identity signage on multiple building
facades fabricated from a number of material types and styles,
so long as they are unique and creative graphic expressions
which complement the building's exterior design.
Provide
note on final documents: Signs require separate approvals
and permits.
The
Lessee may contact Paul Bleier to obtain the center sign program
and advice for submitting signage through the City of Chandler
permit process.

SHOPS AMENITIES GUIDELINES
|
|
|
|
1. Submit 4 sets of plans, colors and materials to Developer for
written
approval for all exterior amenities before purchasing or installation.
2. Trash and Ash to be Landscape Forms Tulip Collection,
Tulip Litter Receptacle, 30 gal. capacity trash receptacle 27"
diameter X 36" height "CAMEL" color fiberglass. Tulip Ash Urn,
"CAMEL" color fiberglass.
3. Pots to be Landscape Forms Rosa Planters, 30"
diameter x 18" height and 36" diameter x 23" height, free standing
with drain hole, "Cobblestone" or "Millstone" to contrast with
adjacent hardscape color.
4. Fencing along tenant outdoor space shall be
fabricated and installed by the Tenant. Submit plan and
details for Developers approval before fabrication. See Exhibit
L.
5. Umbrellas to be Landscape Forms, Equinox with
plain edge. Fabric colors, Forest Green, Burgundy or Oyster.
Frame and pole powder coat selections "Cobalt", "Ivy" and "Blue
Spruce".
6. Outdoor table to be Landscape Forms, Steelhead
perforated table top (42" dia.) or Catena table top (30" or 36"
dia.). All table tops with umbrella hole. Color to match umbrella
frame and pole. Support to be Catena freestanding style.
Chairs to be Landscape Forms, Traverse chairs, with or without
arms, backed seats, perforated metal, powdercoat to match umbrella
frame and pole. Powdercoat color selection "Cobalt", "Ivy"
and "Blue Spruce".
7. For exterior gas heaters submit details and
piping diagram for Landlord approval. Free-standing gas
heaters are an option. Color to be black.
8. Benches to be Landscape Forms, Petroskey Group
backed, perforated metal. Quad support, surface-mounted
or embedded. Powdercoat standard color "CAMEL".

AMENITIES CRITERIA
|
|
|
|
1. Submit plans for Developer approval for individual misting
systems.
Stainless steel lines to be concealed and powder coat painted
to match
adjacent surface.
2.
Submit plans for any exterior electrical work for Developer approval.
Design all conduit to be concealed and paint out to match adjacent
surfaces. All elbows shall be condulet elbow (no formed radiuses
or
bends).
3.
Individual exterior speakers for tenants shall be located in the
building soffit. Speakers shall be painted to match the adjacent
building color.
4.
Indoor/ outdoor carpet is not allowed. The exterior floor
surface may not be changed without Developer's approval.
5. Shade screening is not allowed without Developer
approval.
6. Additional lighting is not allowed unless prior
approval is given by
Developer.
7. Ceiling fan design mounted and conduit routing to be submitted
to
Developer for approval. Conceal conduit and paint to match
adjacent
surface.
8. Hanging pots to be prior approved by Developer.
9. Menu boards to be well designed and framed.
Submit for Developer
approval.
10. Artificial plants are not allowed.
11. Plastic tables and chairs are not acceptable.
